SBA/Treasury Offer “Safe Harbor” Guidelines for PPP Borrowers

The Small Business Administration (SBA) in consultation with the U. S. Treasury Department has offered clarifying guidelines for non-profits, including churches, who are concerned about good-faith certification for the Paycheck Protection Program (PPP). The guidelines are designed to give some comfort to borrowers who have had concerns about the possible need to return funds prior to a May 14 deadline.
